(electbio telegraph. — copyright) (reuter's telegkams.) jLosdon, July 1, Lord Cairns has given notice of an amendment to the Frnachise Reform Bill declaring that the proposed reform is unacceptable unless provision is made for a redistribution of seats. In the House of Lords to-day Earl Carnarvon announced that he would not proceed with the motion standing m his name on the Order Paper, for a vote of censure on the Government on account of their Egyptian policy. Paris, July 1. The Chinese Government has given assurance of their intention to respect the treaty concluded at Tientsin for the settlement of the Tonquin difficulty, and disavowed the action of the officers at Langson m opposing the occupation of that town by the French troops.
