THE RECIDIVISTE QUESTION.
Lo^do^, June 1. The inhabitants of Cayenne have petitioned M. Ferry not to send Recidivistes there, and it is believed that the Government will withdraw the Bill, or at least insert provisions which will cause its rejection. The Senate Committee has reported upon it, but the tenor of the report is unknown.
