In the House of Lords to-day Earl Roseberry announced that he had decided to postpone the motion standing m his name regarding the French Recidivistes' question. His Lordship further stated that he did not intend to protest against the French erecting prisons, but against the placing of the worst classes of criminals at liberty m the vicinity of the colonies.
