To His Worship the Mayor,^ and Councillors Palmerston North Borough Council. Gentlemen.-— ,'.,... We have the honor to hand you' the accompanying Accounts '. and Statements of the Palmerstou, North Borough Council for the year endingMarch 31st, 1884., "i" A We have carefully examined and compared them with the Booirsi Vouchers, and ■•other/Documents supjportihg ' ' the same, and have much jpleasure m certifying to the correctness thereof. '■-'■'• 2.' i We note that the Treasurer has .prepared his Statements m a slightly i varied form to former years; amaljgamating some of the Accounts into j one, on the principle that Accounts for which Special Funds are provided, ! should be shewn separately, but when i dependent on the General Revenue ! only, they may be considered as part of the General Account. Of this modification we have approved. We further note that the Sinking Fund shewn m the previous year has been absorbed, as providing such a Fund out of the General Revenue had proved too great a strain upon it, owing to the short time fixed for the repayment of the loan. We find that the value of Debentures issued for the £10,000 is slightly m excess. We have been informed that this was m consequence of the principal sum of each Debenture being reduced, to afford a higher per centage, m accordance with the amendment Act, 1878. Consequently the exact amount could not be maintained. The excess is included m the Liabilities of the General Account. We have the honor to be, ( ; - Gentlemen, ■ Your Most Obedient Servants, Thos.
