Earl Granville again asks M. Ferry, the French Premier, what steps Fiance intends to take with regard to the Recidiviste question. The Saturday Review i'&ja if the French Government persists m enforcing the Recidivistes Bill it is only reasonable to suppose that the English Government will sanction the exclusion of convicts irom Australia, and that the annexation of New Guinea is indispensable. In connection with the rebellion at Hajti, it i* said that the Government are horribly torturing those opposed to them.
