We understand that the Premier makes a point of being present during the, whole of the proceedings, and that nothing is done 'ill his absenco by the other members pi the Board. It is expected that the investigation will last about a fortnight longer.' We believe that the new Civil Service Bill, to be introduced by the Government- m the coming session, will rigidly limit the number of departments andheads of departments, under secretaries, &c, and will be framed so as to render it impossible for a Ministry legally to create any new departments without 1 the sanction of ' 'Parliament being first, obtained rj an4 embodied m special legislation.
