Under tlio impression that native lands would contribute to the rates, the local bodies have incurred heavy liabilities for works chiefly belonging to such lands. By a late Gazette, however, the. Governor exempts from rates all native lands m this provincial district of any real value. Only a few outlying blocks of hilly country are left. This will seriously disturb tlu> finances: ot the local bodies. Government lands are also disgracefully undervalued.". I ."
