From the Bruce Hemld we leurnjthat the CayVrshaiiL Borough Council (Otago). passed a resolution toj the effect that it is desirable that members of the House of Representatives should urge upon the Government the necessity that now exists to make substantial endowments from ■ the 1 waste lands of the Crown to support 1 the Jlojipjituls and other Charitable Insl itutidiis throughout the colony. We think it" is quite time this step weve' taken, and believe that the proposal would not be ; unfavourably regarded by the Legislative. Every year, as , our population increases, there is a correspondingly greater Remand for relief of the 1 pooii and distressed; and -in, districts, where a decade ago 'poverty was unknqwn, now, from oue (cause and; another tiere are frequent claims upon the consideration of the charitably disposed portion of the public. Tho Bruce Herald Suggests the imposition of a 'Poor's Taje m a direct forir, as a necessary .provision for tht» maintenance of those unable to support themselves. "We suppose the time will come when poorhouses and workhouses will have to become colonial institutions, but we cannot think that time has yet arrived. But we do think the time has arrived when ample provision should be' made in' the Way of Betting aside a certain .'porti^ of of the State "property for L the support of hospitals and other charitable institutions. In almost every case the latterare m a state "ttfCfina^cial embarassment, and , are put:, to their* wits' end how to meet their liabilities. And further, as things are; at- present^ the pressure upon, the resources of |t,he people is unequal,; Many of tJib'^ealithy do nob contribute m proportion <:^o tseir means, while many others who cojuld afforded help, and would not miss' it, do not give n copper from year's end to year's end. Thus it; happens that ithe burthen falls With undue weight upon those who ct»nhot find it m their heart to allow a real case of distress to pass unnoticed, or to turn a deaf ear to an appeal for charitable help. Such has been the. experience of Palmerston, and doubtless also of innumerable other places. We think the Palmerston Borough Council might well co-operate with the Caversham , local body, and doubtless other iriuuicipal bodies would join, so that the pressure^brought, lo bear would be considerabl e. Many and substantial arguments m 'favour of the proposal could be urged!', te some of which we ma^ refer on a future' beca'sion. „ - :
