FRANCE AND CHINA.
A central news telegram from Paris t,o tho Tall Mall Gazetto, on the 16th ult., contained the following statements with regard to the situation between France and China : — " I learn on high authority tlyxt some days back Admiral Corbet telegraphed to the Ministry of War that his spies had informed him that the numbers both of Black Flags and of China troops were daily augmenting m the provinces north of Tonquin. Admiral Corbet said that he Uad no longer to fight the Anamese only, but the Chinese army, and m face of that situation he was compelled to ask for fresh instruction* He requested his Government to openly declare war with China, as this would permit the naval squadron to co-oper-ate efficaciously, whereas m the present state of affairs China was making effective war without the latter being able to use her navy against China. To this despatch the French Government replied as follows : — " You are m chief command of both sea and land forces, Act according to the requirements of the situation."
