With a touch of humanity, the Act allows spirits to be reduced with water, unless! this should chance to be overdone, and pnvvides that when no other agent is used they shall not be considered obliterated," so long as they are not thus brought more than : 25 decrees under proof for brandy, whisky, pr rum, or 35 degrees under proof for gin. This, it will be seen, admits of. a fair margin for both seller and' purchaser. In many instances, the more spirits are diluted with water the better will it be for the consumer; but : where, I .a s under the original Act, no restrict jon^is placed on thV vendor, this qualification is prone to be carried a little. too .far at times.
