In addition to the functions of the Federal Council as previously tele- ; graphed, Mr Dalloy's proposition provides for the receprocal enforcement of judgment m matteis affecting Australasia and the Pacific. At the sitting of the Conference this afternoon a seiies of resolutions on the question of annexation with various j amendments thereto was discussed and ' finally adopted unanimously with no substantial change from the report of the sub-committee, except that an additional clause interpolated after first a« follows :— 2nd. — The Convention refrains from suggesting the manner or carrying out the foregoing m the cou* tiaent belief that the Imperial Government will promptly and wisely take the most efficient steps to secure the safety and contentment of this distant portion of the Empire. With the fifth clause of the series of resolutions as agreed to (the fourth as telegraphed yesterday) is embodied Mr Whitaktr's amendment providing for the guarantee of a share of tho cost of annexation by permanent appropriation. Act.
