Power is given to raise money for bridges on security of the "tolls to be imposed thereon. Authority is "given to County Councils to construct or take over water races for the use. and convenience of the public, and they may obtain special loans for such purposes. They may enter "on any private lands for such purposes, cornpens ition being given as prescribed by the Public Works Act, 1882, and the fullest other powers for constructing races are conferred by the 37th clause. Heavy, penalties are provided against those who allow refuse from manufactories to flow into races, or for diverting water from them or from streams supplying them. Councils are given authority to make JbyeJaVs and c.harge ; .rates on water supplied. Existl g water races may; be brought under this Act, and the Governor may proclaim . the Council or any County as river conservators. The additional powers' thus conferred are important.^ ,<„.,.,.
