Opening of N. S, Wales Parliament. (BY ELBCTIO TELEGRAPH.— COPYRIGHT.) (REDTER's TBLEGRAMB.) ' \ Sidney, October 9.' The New South "Wales Parliament was opened to-day by the Governor, who m a speech on the occassion announced that a Bill would be introduced to regulate the sale ani occupation of lands of the colony, and among other important measures, Bills for the Amendment of the laws regarding the Libel and Contempt of Court j for a regulation of the Civil Service, and for Amendment Postal Act and Bankruptcy Laws. His Excellency's speech referred to the importance of the Annexation Conference to be held here at the end of next month. He announced that railway construction was making rapid progress; and that m addition, to 1800 mil^s now open for traffic, 558 miles are m course of construction, and that trial serveys had been directed for light railways to act as feeders to the main lines..
