All persous intending to withdraw horses, a>e required togive notice to that effect to the Secretary or Clerk of Scales one balf-honr before starting. Any person neglecting or refusing to comply with this rule shall pay a five ol 5 soys. to the Race Fuud. All races to be run" under the W'J.C. Rules.
