Adulteration Prevention, — TheAduU j teration Prevention Act Amendment , Bill was recommitted for consideration of new clauses. Mr Sutton proposed that all fines recovered should be paid to the local body, this being added to the Bill on a division of 31 to 21. The Bill was reported with this and other amendments, and finally passed. Industrial Societies Bill. — Hon. Mr Dick moved the second reading of this Bill, and explained that its object was to encourage the growth of local industries, by providing facilities for the incorporation of industrial societies. Parliamentary Library. — Mr Shaw asked,. What nnmber of books were re~ ported as missing from the General Assembly Library, at the last stock-taking of the Librarian ? Hon. Mr Dick replied that eighteen volumes were missing, two of them missed m the laßt recess. Railway Contractors. — Hon. Mr Johnston* replying to Mr.Fulton as to pushing on work upon the Otago Central Railway, about _120i000 being on the Estimates for this purpose, re- ' marked that m consequence of failures I of various railway contractors, he had ; found it necessary to require m futura ' larger deposits, and had also notified that m future "the penalties for delay would be rigidly enforced. Districts Railways. — Hon Mr Johnston moved the second reading of the District Railways Act, 1878, Amendment Bill, and explained that it was intended to enable lands to be assessed as to the benefit conferred by an unfinished district railway, so^ that they might be rated accordingly. Many district railway companies had been unable to complete their original line for want of capital, and until the whole was finished they could not come on the district properties for the rate originally agreed to. This Bill would meet cases where only part of the. line had beeu^finished, and yet some benefit had been con~ l ferred on the district. T_e Bill would also remedy a difficulty created unexpectedly by railway legislation which was paßsed last year. Longhursfcs' case has been referred from the Petitions' Committee to the favorable consideration of the Govern- ] meht.
