Mr Bryce moved a new clause m lieu or Clause six, to regulate the negotiations for land after the title had been ascertained. >■ ' / Mr Kelly moved the omission of nearly the whole of Mr Sryce's clause to make room for other words restoring the right of pre-emption. On a provision Mr Kelly's amendment was lost by 36 to 11. Mr Ketley then moved the pre-emp-tion clause he had given notice of, bnc this was rejected by 88 to 6. Mr Bryce's new clause was added to the Bill, and he then moved a aerie* ot twelve new clauses having for their o'ject to remove from the Government the power of dispensing with restrictions on the alienation of lands and vest ing .that power m the hands ot the Chief Judge of tho JSTativo Lands Court. This would prevent charges of corrupt practices being made against the Government. . Mr Stevens strongly objected to the Government shirking its duty, and ab« rogating its proper functions. The clauses proposed wvuld cause serious injustice m certain existing cases. Progress was reported, and the House rose at 1.35.
