New Counties Act.

Atkinson's Counties Act Amendment Bill was circulated. to-night. ] It consists ot 49 clauses, and it provides that, upon the union of two or more Counties, the councils of the original Counties shall be dissolved, and the Governor shall appoint a day for thb election of the first Council of the united County, the County from which a part or entire Riding is severed, to remain with the same County. Every County elector shall be entitled to vote at every eleotion of a member of the County Council, for the Riding m which he is entitled, according to tbe following scale, that is to say : (1) Property ] valued up io £1000, one vote : (2) More than £1000, but less than £2000, two votes; 3 mo c than £2000, but less than £3000, three votes ; (.4) More than £3000, but less than £7600, four votes; and for £7500 and upwards, four votes. In any case where there is more than one person appearing on i the valuation re 11, as the occupier of any one property, then, for the purpose ot voting, only the person whose name appears first shall be deemed to be entitled to vote. JNo elector saall be entitled to vote at any election m respect of any rateable property unless he shall have previously paid all rates on it. JNew rolls are to be made on the fornutibn of new ridings, and rolls are to b>revised on the incorporation of the dis trict into the County. Wuenever a country is redived into new ridings, all the councillors m office m any ridings or riding affected by such re -division sluil go out of office ; and an election of councillor shall be held m respect of such ridings, or such ot them as may be affected by the operation of such Act, or any amendment th9rof. Whenever any riding is subdivided into two ridings' the councillors for such riding shall go one of oitije and a new election shall be held. Whenever any adjoining district or ar«a is incorporated into a county, and forms part ot any existing riding, all the couucillois m office tor such riding snail go out ot office, and an election ot councillors m and tcr such riding shall be ueid. Whenever any such district or urea is incorporated into a couutj, and forms a new ridingor several ridings, an election of councillors shall bj hetd, expenses ol tiraC elections to be advanced olt of the Consolidated tfuud. County Couuciis may make bye- laws for tho protection ol water races, the proceeds trom such race* to go to the couuty mnd.
