IMPORTANT DECISION". A decision under the Stamp Act has just been given bv the Commissioner, which is ot considerable importance to? Joint' Stock Companies, j As mos' people are aware, all companies and 'corporations have to sign all] documents by affixing their seals. jThe Starnj> Office here, and probably the Stamj Offices elsewhere, have for {some time past insisted on treating all' documents so signed as being executed under seal, and not under hand, the Result being that an ordinary memorandum of agreement,, to which a company was a party, was assessed as liable- to a 10s dnty instead of a duty of Is, which would be the amount charged if the; agreement' was between two private individuals. Mr Oillqn, the manager of the United Press Association (Limited), recently protested against this charge, and, re? tusing tb pay the 10a stamp,: appealed .to the. Commissioner, contending-thfitj |;he affixing the Company's jseal to an^ agreement by ; way of signature did Dot 'cpnßtitnte, the ' document ' ,a| deed or .agreement; Sunder Seal. ,THe matter was referred by the Hon. the Comrus'hioner to the Law Officers, and-the de^ cision is that Mr Gillon's contention is correct, and that such agreements by., companies are only subject to a stamp . datjof Is., .
