MEMORIAL.
The following is a copy of a Memorial to Parliament, which is to be forwarded by the Manawata Road Board. :— . To the Hon., the Speaker of the House of Representatives, now m Session at Wellington, the petition of the Manawatu Road Board respectfully sheweth, "That the Manawata Road Board decided at the commencement of this year to adopt m accordance with the proTisions of the ilating Act 1882, the Valuation Roll at prepared by the . Commissioner under the Property Assessment Act, 1879." "That this course was resolved, upon m the expectation of obtaining thereby a fair, jast, and equitable basis for the Assessment of ratct, and alto to tare unnecessary expenditure. "That since then, deputations of ratepayers have called the Board's attention to numerous eases m whioh the valuation of property was nude m a manner showing utter absense cf the necessary qualifications of the valuator, while, ia a few. instancee, to which the Board desires more especially to refer, infjaential individual* have had the rateable value of their properties determined -far below that of their more humble neighbours.' 1 ?. " That ia the present state of the law?* the Board has no option but to become a party to such injustice for tbVnext ' three years, grinding; down the in* dustrious settler of small means, while exonerating the more wealthy and 1 astute." ' ■'" i; " ;;;'".. •"■ :; . >- " That it ia therefore the prayer of the Board, that the Katiog Act, 1882, may be amended m such a manner as will enable Local Bodies to regain their liberty of action and to make their own valuations of rateab'e property m their respective district* at the end of the present ' finandat year." .
