In the House ot Lords, Lord Derby has expressed an opinion th at the Imperial Government will not object to English naval officers serving m the colonies. Lord Carnarvon advised that the colonies ohonld contribute towards the cost of a squadron which would be specially entrusted with the defence of Austrar Han interests. Earl Northbrook objected to receiving colonial assistance m a pecuniary manner. i Rumors that England intended to * obtain a protector over Cairo have creat- * ed a deal of excitement among the residents there. The residents of Mausoura, a town of lower Egypt, are m a starving condition/ and a cordon has been placed round the city to prevent the provision trains being pillaged before arrival . In the*Ghamber of Deputies, M. Challemal Lacour, Minister of Foreign Af . fairs, explained that it was not the degire of France to conquer A nam. '. The Committee appointed by the House of Lords to enquire into the working of the Irish Land Act report that it has been a ruinous failure. The tenders for the Western Australian loan were opened to-day. The total amount tendered for was £71.500, the average being £96 155. The lull amount , not .being tendered for the list still re« mains open. (
