ftecfintly (says the Auckland Herald) an altera'ion was maile m the Post 4 office regulations, to which we oall r.he attention of-onr correspondentts . For some time past many correspondents haVB sent their letters with a portion of each end of the envelope cat out, and some such words at the top of the address as " Press manuscript only," •' For publication only," &c. Letters so addressed were allowed to be transmitted at half postage rates,but recently an order has been made that all bqcU communications must be wholly open at the ends, or else full rates will be charged. When letters are posted with deficient payment it means fiaas, &c, upon the receiver of the letters. The reason why the ends are required to be open is that letters claiming to be carried for half postage rates shall be open for the inspection of any po9t>» master who may be suspicions enough to imagine that any correspondent is a usiug his privilege. In the future we hope our correspondents will bear the above m mind, and either leave their letters m such a way as they can be examined by the officials of the postal department, or pay full postage and en« close tbem as ordinary private correspondence.
