An attack by the local forces of Annara on O Aonoi has been severely repulsed. Lhe French Government has determined to insist on a French protectorate of Annam. It has transpired that M. Kergarec, the French Consul at Thin-Nai, is the hearer of a despatch from President Grevy to Tuduc, the Regent of Annam, regarding the claim of France m Tonquin. The document, after referring to the circumstanced under which Franc* guaranteed the independence of the King of Annam against China by the Treaty of Saigon m 1874, declares that the impotence of Government which has been displayed by the Regent constrains France to adopt measures to secure the better administration of the kingdom, and m this view the French Government has now definitely decided to occupy the Province of Tonquin to assume control of the Annamese foreign relations, and to collect the Customs duties and taxes. M. Grevy offers to grant an annual subsidy to the King as compensation if these terms are accepted.
