In the scattered districts the Government were to carry.oaihe schools, rating the people of the district for their support, the vJovernment merely to examine the certificate teachers, to put aside a sum, aayi £50,000; Veto be awarded m scholarships, and,, to enforce a compulsory attendance. All children whose parents could not pay school fees to be educated free. The debate was adjourned. r :
