The Clerk has been flying about the country on one official errand and another, and has not been m attendance when required. The bailiff does not poss'-ss the power to issue the necessary documents, and consequently complaints are general of the exasperating inconvenience thus entailed. < In fact; it daily becomes more apparent that m losiDg Mr Forster, bis place has been very inefficiently supplied. The present clerk is a young man, of very limited experience, and with none too great a sense of responsibility — possibly meaning welJ, but lacking stability, and to a "certain extent circumapecs tion. In his former position as. Clerk of the Feilding X.M.. Court, doubtless gave satisfaction, but m the 1 more responsible position he now (we trust only temporarily) occupies, he is deficient m several, very important and essential qualifications. This is our unbiased opinion, given expression to m the interests of the public, and apart from all personal feelings, which we may say are those of private friendship with the official referred to. When we are dealing with the matter on public grounds, we mast consider the question from a public standpoint. Had we ueen inclined to discuss tbe matter m a harsh or hostile spirit, the remarks embodying our views would have been couched m very different terms. The dual system now m vogue will never gi?e satisfaction, m the first place ; and m the second, the position ef Clerk of the Palmeiston R.M. Court, and Clerk and Registrar of the Palmefston Bis~ trick Court, demand a wider experience and more substantial qualifications, than can be claimed by jbhe ■present occupant of thoso positions,
