The negotiations which have been proceeding beiweeu France and England for the settlement of the Egyptian question have closed without any agreement having been arrived at. ! The English Government, however, has issued a circular, m which it explains its intentions with regard to JSgypt, and invites the Powers to recognise finally the principle of free navigation of the Suez Canal.
