BOROUGH COUNCIL

The ordinary monthly meeting of the Motueka Borough Council was held on Tuesday evening. Present : His Worship the Mayor, Mr Hursthou>e, and the whole of the Councillors. King L 4 4s, A, Lun L 3 12s, Boyes and Canavan 3s 6d, S. Tasker 60s, Boundy and Co. 7s 6d, H. Everett 90s, A. R. Edwards 52s sd. An account from Mr W. J. Moffatt was held over till next meeting. A letter from the Chief Surveyor, Nelson, asking for. list of amounts required for works during the year 19023, in order that the items might be placed on the estimates. The Waimea County Council forwarded copy of resolution passed at its last meeting re application for LSOO for|repairs to Appleby Bridge, and asking the Council to endorse their application to the Government. Considerable discussion ensued on this letter, some of the Councillors being of opinion that by endorsing the application the Borough Council would admit its liability to bear a share of the cjst of maintenance of the bridge in future. Cr Moffatt moved, seconded by Cr Ryder, That this Council endor.-es the action of the Waimea County Council in approaching the Government for a grant of LSOO towards repairing the Appleby Bridge. Upon the motion being pub the voting was as follows.: For, Crs Thorp, Moffatt, Ryder, Knapp, and the Mayor. Against, Crs Trewavas, Wratt, Simpson, Edwards and Satherley. The voting being the Mayor gave his casting vote in favor of the motion. Resolved, on the motion of Cr Wratt, seconded by Cr Edwards, That the Clerk write to Mr Martin, the Municipal Corporation’s law adviser, re Council’s liability for up keep of bridges outside Borough boundaries, stating the distance of the various bridges from the Borough boundaries, stating the distance of the various bridges from- the Borough boundary for .which assistance is asked by the Waimea County Council. It was also agreed on the motion of Or Thorp, seconded by Cr Simpson, t» submit toe following question to MiMartin : —ls a Councillor disqualified •for supplying more than L 5 worth of g > ods at different times on any one contract ? A letter vvas received from the Municipal Association notifying that there would he a conference of delegites on 7th of July and asking for the na /le of the delegate. After /Tiscussioa it was decided, on the mo /a of Cr Wratt, to defer the reply t 111 after the next meeting of the C iunm and to state that the Council doesnot see its way to be represented at the forthcoming sitting of the conference. L Letter received from Mr Shaw*, re his poison, “ Death to No action taken. Ha telegram was received from Mr advising that Sir J. G. WaM would visit Motueka on the following day, Wednesday. It was agreed that as many of the c ouncillors as possible meet the Mi nister upon his arrival.

Messrs Fell and Atkinson, 'Solicitors of the Fearon wrote re Council taking over the street laid out through North wood. It was resolved, on the motion of Cr Ryder, seconded by Cr Satherley, That the Town Clerk be instructed to inform the solicitors as to the position. A, letter to the Bishop of Nelson, with reference to the cost of the protective w r orks at Glover’s Overflow was read and the Clerk was instructed to forward same, together with a cheque for <£l 16s 7d, amount overpaid. It was decided that the installation of the Mayor take place the following day at noon. On the motion of Cr Edwards, seconded by Gr Ryder, it was resolved That the Mayor’s honorarinm for the ensuing year be .£lO 10s. Applications for carts and horses were received as follows: W. King and Co., 1 horse and cart 8s 6d per day, 2 horses and cait Us per day. Starnes and Tasker, same prices. Cr Moffatt proposed seconded by Cr Simpson, That the selection be made by open voting. This was lost by 7 votes to 3. An amendment, proposed by Cr Wratt, seconded by Cr Edwards, That the selection be made by ballot was carried by 7 to 3. A ballot was then taken each tendererreceiving five votes. His Worship the Mayor said that as they had received no official complaint with reference to the carting in the past, he would record his casting vote in favor of King and Co., as he was not in the habit of discharging a man who had given satisfaction. On the motion of Cr Moffatt, seconded by Cr Knapp, Messrs Boyes and Chapman, the only applicants, were appointed daymen for the year. With reference to the stonebreaker, Cr Thorp advocated the preparation of plans for a hopper, which would save a lot of handling, entirely do away with hand shovelling, and save the cost of one man. He moved, That the Overseer prepare the necessary plans etc., for a hopper for the stonebf-eake-. Seconded by Cr Knapp and carried. Cr Thorp moved, seconded by Cr Edwards, that the Overseer be instructed to have 150 yards of metal carted to the stonebreaker at the standard price, namely Is 6d per yard. This was errried. A general discussion on the state of the roads, the quality of gravel used, etc, took place. Cr Edwards thought gravel should be reasonably blinded as soon as it was laid on the roads, and that they should utilise material from the river beds where it would be cheaper than carting it from the stonebreaker. Cr Thorp contended that the main street and the road to the port should be repaired with broken metal. Cr Moffatt end irsed Cr Edwards’ remarks that broken metal should in future be blinded when put down. The roads were entirely out of shape through it not being done in the past. Cr Ryder agreed, provided it was properly done but not in the way the patching had been done lately. Cr Moffatt moved, seconded by Cr Edwards, That all broken metal put on the roads be blinded. Carried. It was resolved on the motion of Cr Thorp, seconded by Cr Ryder, That the road fiotn Myei-'s corner to Mitchells, and from Duncan’s corner to the wharf be paied. Cr Edwards moved, seconded by Cr Satherley, That the road from the Bridge to Wilkie,s corner be repaired with manuka bush gravel. An amendment by Cr Ryder, seconded by Cr Moffatt That the road be repaired with broken metal, was lost and the original motion carried. Cr Moffatt thought it would be advisable to instruct the overseer to make repairs on the main roads where

necessary* and not to wait till the next meeting for instructions. He would move, That the Overseer be instructed to effect repairs, where necessary, with broken metal. Seconded by Ci Ryder and carried. It was also- agreed on the motion of Or Simpson, seconded by Cr Satherley, That gravel be used on the bye roads where it is more easily obtainable than broken metal. Upon the question of the dog tax being brought up, the collector stated that he had no properly dated collars to collect with. It was decided that the Town Clerk obtain the required number, locally if possible. It was agreed that the Council meet in committee on Tuesday evening, the 20th instant, to discuss finances. The Council then adjourned, the meeting lasting till after eleven o’clock..

INSTALLATION OF MAYOR. The installation of Mr J. S, Wratt as Mayor of Motueka, was held in the Council Chambers on Wednesday at noon. Present : —His Worship the Mayor (Mr Hursthouse), Crs Wratt (Mayorelect), Ryder, Edwards, Moffatt, Satherley, Trewavas, Mr J. S. Wratt having signed the usual statutory declaration, which was witnessed by Cr Moffatt, The retiring Mayor, Mr Hursthouse, said he had much pleasure in congratulating Mr Wratt, and in vacating the chair expressed a hope that the Councillors would extend to him the same courtesy as they had done to the speaker. He also trusted the Mayor would find the duties agreeable, and addressing His Worships Mr Hursthouse said, “ I have much pleasure in installing you as Mayor of Motueka.” His Worship the Mayor, said that, as he qad previously remarked, he felt diffident about following such a Mayor as Mr Hursthouse, but with the assistance of the Councillors, and a not too critical public, he felt sure they would be able to get along all right. Cr Moffatt said he wished to congratulate the Mayor on his accession to the office and to assure him that he would give every assistance. Personally, he held Mr Wratt in high esteem. He was satisfied with the result of the poll and was sure the Mayor would do his duty, especially if he had the cooperation of the councillors.. This concluded the business.
