Volunteer regulations are gazetted for the conduct of the School of Military Instruction for officers and noncommissioned officers. Free railAvay passes and passages will be issued to join the courses and return home, and students may be accommodated in barracks at their option. The folloAving allowances Avill be made :—Headquarters corps, a grant of .£4. for officers and £2 and a badge for hon-commis-sioned officers. Outlying coips, officers 6s 6d per day ; non-commissioned officers, "5s per day. An extra grant of .£2 per annum will be made for two years after the date of passing the examination towards the capitation of corps for each officer and non-commis-sioned officer who has passed in all subjects. Officers Avill not be permitted to pass the examination for promotion to the next higher rank until they have completed three years' service in" their own rank, unless for the .purpose of actual promotion, except as provided for in the regulations of the School of Military Instruction. The Wellimgton Peace and Humanity Society has resolved : (1) That this society protests against the stipulated unconditional surrender of the Boers as cruel and degrading, and believes that if persisted in it will tend to prolong the war indefinitely ; (2j) that this society deplores the fearful loss of life in this disastrous war, and considers it the duty of every right-thinking person to advocate peace ; (3) that , this society deplores the fact that so many teachers of Christianity,; namely,, bishops, and preachers of all kinds, can so far forget their calling as to advocate war and the destruction of their fellow-men ; (4) that we despise those politicians and others who are continually bragging about the war for their OAvn glorification and selfish interests ? (5) that we consider money raised by public subscription should be devoted to alleviating sufferers by the war, and not for praise and brag ; (6) that we appeal to the Press of New; Zealand to tell "the truth about the war, so as not to keep the public in ignorance, which, with jingoism, leads to destruction.
