Colonel Finn has been appointed to command the New South Wales local forces. Like Sir Hector Macdonald, Colonel Finn has risen from the ranks. His first commission bears date Januai-y 22, 1881. He became a captain in 1887, major in 1894, and attoined his present rank in November, 1898. Most of his service was seen with the 21st Lancers. Colonel Finn served in the Afghan War of 1878-80, and the operations round Kabul in December, 1879 He was present with his regiment in the Omdurman campaign under Lord Kitchener, and took part in the famous but foolish charge which his regiment made in the final battle. Colonel Finn is a ptofessional soldier of the best type, and one whose qualities should be in complete accordance with those which General Hutton is reputed to desire in his subordinates.
