Six months ago the Board refused to issue the depasturing licenses which must be held before grazing rights can be exercised. At the instance of the late Premier, the Board was informed that, their actions was irregular; and they then issued regulations. He now wanted to know whether, during that six months, they hod learned that during the two years previously they hud been neglecting their duty in not issuing pastoral licenses. If no steps had been taken to frame regulations, he hoped the Government would restrain the aetion of the Board, so that the settlers iniuiil- have in their own hands, after t'helst .December, that.which had been refused .them at the instance of the. 13'jii rd.
