(From our own corresponderi'.) Duhedin, Thursday Afternoon. It is stated that Sir Francis Dillon Bell is to be called to the Upper Chamber during the meeting of Parliament. The Gcre-Waipahee section of the southern line was opened to-day without demonstration. Macandrew's motion, to spend £IOOO annually on scholarships for the Otago University, was rejected. At yesterday's meeting of ths Waste Lands Board the Chief Commissioner stated that, day by day, he learned, from authentic sources, the conditions of the Act with regard to deferred payments were being set aside in all directions. People wera trying all sorts of dodges, in the shape of dummyism, aud so forth, to evade the Act, and it would require the greatest circumspection to prevent it.
