We arc indebted to telegrams in Tuesday's ' Guardian' for the following news:— London Eeb 9. Granville urges unity of action between the European Powers with a view to coercing the Porte into the acceptance of their proposals.—The Duke of Argyle and the Marquis of Hartington accuse the Government of changing its policy. Hartington says that Salisbury deserved the thanks of the country for restoring the entente cordiale between Englandand Russia, and for having made Tutffey understand her relations towards England arid the other Powers under the Treaty of 1856. FeburSry 11. The Russian Press considers it is needless for the Czar to mako war upon Turkey, whose fall, he says, will be quicker from internal anarchy than from fereign attack. —The imposition of a land tax has given rise to serious riots in Japan.
