Duiiedin, Thursday Afternoon. THE FLOODS. Business in town during the past two days has been practically suspended. Eensington and the flat are completely under watery to the depth of 19 inches, so that the inhabitants thought of leaving their houses. Boats and rafts .are in request there. Maclagg&n, Rattray, and Bond streets are flooded quite as bad as in 18GS, while the destruction to streets and footpaths is greater. By the flooding of cellars horth and Scoullar lost £300; Murray, £SO. In the Universal Bond a quantity of sugar stored has been damaged to tile extent of £3OO. In Custle Street many houses are inaccessible, aid Marshall's brewery stands in a dangerous position. The Leith was never known to be so high ; a threeroomed cottage was carried down tlie stream. Settlers up the Leith Valley say the volume of water at the reservoir is sweeping over the embankment five feet high. Dundas Street biidge was carried away, also Gebbie's cottage adjoining, together with a. large slice of land. The coach traffic is only passable as far as Blueskin, owing to the state of the bridges beyond. The Mayor has telegraphed to the Hon. D Ueid asking that the Immigration Barracks and cottages might be placed at the disposal of thoao flooded out, which has been done. Several land slips have occurred on tho Port Chalmers line, which will interrupt traffic for two dajs. The railway bridge at Sawyer's Bay has been washed away, and a slip of fully 4000 tons of earth brought down. The tralllc on the Clutlia line is also suspended be*. oud YVaihola. Telegrams from the country districts report a similar conditiou of things. The Waikouaiti river is flooded, and is the highest flood known since 186 S. All parts of the district are inundated. Houses were unrooled. The river overflowed its banks, and are being entertained for the bridge. The Awainoko line is completely covered, and traffic is suspended. The Timaru train arrived only five minutes late, but the driver reports the count ry in a frightful state—the crops everywhere hopelessly ruined. The greatest da-aage to the Clulh-i line is between Otukia and Vvuihoia, where it is completely under water. The traffic on the Lawivnc6 rj iine is stopped. Robert Boi'rie of the Taieri was drowned in the river, but no particulars. yhaud and Eirkland are lieavy iosers of sheep, and it is reported that 2000 are lost on tho tl end ley estate. Rain only partial now, and flood subsiding. XATKST. Borrie was drownel in attempting to save a family, who persistently occupied a house at Outram when it in danger of being washed away. The Porte agrees to negotiate with Montenegro, on the basis of a statu quo, with cessation of certain territory. The agreement of the Porte with Servia is doubtful, owing to the Turkish demand for a guarantee. Russian circulars have been issued, expressing the desire of Russia to maintain a European accord, and asks, bef ore stating her decision, what course the other Powers intend pursuing in view of the Porte's rejection of their demands. HC numerously attended meeting on the Eastern question has been held, preparatoiy to re-opening Parliament. Salisbury's conduct at the Conference is generally approved of, but the Liberals censure the tardy policy of Beaconsfield and Derby. It is not expected that any attempt will be made to overthrow the Ministiy, as such a course would be unpopular,, and not likely to succeed. Feb. 5. Midhat Pasha has been dismissed from his pest of Foreign Secretary, and Edhirn Pasha appointed his successor; In a circular, just issued, the Porte vigorously upholds the integrity of the Ottoman Empire.
