Dunedin, The railway trains are expected to-.cross the Waitaki Eiver at the new year. Sunday-trains will be run on the Oamaru line shortly. Bastings stands for Waika'.a, and "William Eraser, of Earnscleugh, for the Dunstan. Macandrew and William Hooper; in the Ptoviucial interest, are deiiniteiy announced for Dunedin. . • ■■
Sir Dillon Pell addressed a large meeting of the -Waikouaiti electors last' night. He intimated that he had abandoned the idea of retiring from political life, l>ecause in the present position of affairs ho thought it was the duty of constituencies to.re-elect members of skill, experience, and patriotism. He" came forward for Waikouaiti because he thought it a pity that the district should be represented by a non-resident. Addressing himself to the question of the hour, he said there was nothing to prevent Otago and Canterbury retaining the Provincial (ic vernmonts, and any part of the Colony retaining them, where the-people would pay for that Government, but those who had studied the financial position could not but turn a deaf ear to the request to continue the present state of affairs. What -was wanted was/to maintain the expenditure in Vhe Pro--vinces, and the adminisirai ion in the samo way, as hitherto,. without the expense and worry of the political part of the Provincial system. There was not the ghost of a of the Colony being divided into two or four Provinces, with federal government. Provincial Councils should be stripped of their legislative functions, converted into Boards of Works. A vote of confidence was met by a simple vote of thanks, which was carried by a largo-majority. 'JL'he ship Canto bury, from London, arrived after a fine passage of 79 days. Yogel reaches Aackland early, in January.
