THE TURKISH INSURRECTION.

r 'Telegrams from Belgrade and Cettinge eta'e that there has been hard fighting in the Herzegovina during the last few days, and that the insurgents liave been successful in Several engagements. A. Constant!nople despatch ot Tuesday'adate, 011 ttw ouior Land, is to the effect that the latest engagements everywhere ended in the ret!;e latter, and that for some days . past they have ceased making any often sivre.movement. The news.from, Servia is rather threatening. ' The Committee ot ! the Skruptchina appointed? ,to draft the address ,in reply to, the Spjeech., of. .the iVrone cannot" agree! Some members wish to demand a "declaration' of war'-'by Servia on behalf of the Herzegovina insurgents, .while others, arfe scarcely prepared to go so far. In the meantime the Government has ordered 24,000 troops lo'be mobilised. The newsHrom Servia indicates • tfet;t|ie ; feelihg*ther^,'is '•'stilt " Very warlike. The'committee of the Diet apclraft tK* address in 'reply to the speecßfifro'm'' the-Throne, 'Has not been able' to" corrie ';to .an agreement. The minority,-who favor an .address demanding an "immediate declaration of the . war by Servia,' understood to be growing stronger, and it Jias undoubtedly the sympathy of the- people on i*s side. It'is stated, however, that the' Government has secured a majority who will support an,address,, leaving the question of peace or war "to the decision of Prince Milan. At the present crisis,, considerable significance must be attached to a declaration just now put forth, that the Russian Envoy at Constantinople' categorically. insists on immediate reforms and .concessiors in the administration of the Herzegovina. If this be true, it is possible that Russia, having gained credit for moderation by the course she has hitherto pursued on this question, is ..not unwilling to fan the' smouldering emters of the insurrection into flames , again by a side-wind.
