Up to last Thursday the Government obstinately refused all overtures from the Op-, position. The Bill then went into.Committee. Both sides formed relays, the Government twelve hours, and the Opposition eight hours each. The debate was continued by Kolleston, who entreated the Government to grant a concession to extend the time of the Bill coming into operation. Sir Donald M'Lean determinedly refused. .Their-sup-porters, sat doggedly silent, and refused the usual adjournment, except short intervals for food. The Opposition, with good speaking, carried on the debate till Friday evening, when Murray was speaking. Sir Donald M'Lean then rose and moved to report pro. gress, and to aujoarn till Tuesday, intimating that negotiations were pending, and were likely to lead to satisfactory settlement. Saturday was devoted to caucuses. The Opposition proposed a compromise, that the Bill should not come into operation until a resolution was passed' in the new Paeliament asking the Governor to give effect to it. The Goyeniment re-fused this, submitting as follows, what they would accept andrecommerid to?their friends:—lst. That the Bill should become law foity days after the meeting of the new Parliament. 2nd. That the Provincial Councils should not meet again, the present Provincial Executives and Departments to continue. 3. That from the present date no contract for roads or works should be entered into without the consent of the Governor. The Opposition refused these terms, and would consent to abstain from combined opposition to the Bill on one condition .only—That a new clause be introduced delaying the operation of the Bill to one day after the prorogation of the first session of the new Parliament. The Government at last consented to this. The Bill is now going through Committee, and tie Government will attempt to introduce a new clau3e to prevent Provincial Councils again meeting. Their Lite supporters are not agreed, and are lighting over portions of the Bill; which is, however, not likely to pass this session. (•real: credit is due to Maeandrew and others in 'their diplomacy with the Government.

Parliament re-assembled on September the 7i;a with a new Ministry, and the Chief Secretary stated that the Government proposed floating a losn in the London market for completing railways, waterworks, and school buildings. The budget speech'will be made on Thursday. The- Melbourne Ezhibition opened on September 2nd. All the Colonies are represented excepting New Zealand and Queensland. The exhibits are very numerous. The steamer Whampoa made the passage from London in' forty-six days. Sydney. A letter has been published from Madame Rastoul, stating that her husband and other Communists who escaped from New Caledonia have a: rived at Peru. The A. J. C.
