Still, he ventured an opinion that,, were the whole landed revenue of the Colony thrown into one common fund, and (after deducting Colonial charges) divided, pro rata, according to the population, the Middle Islands constituencies would, in the long run, be benefitted. A resolution, of thanks, and of entire confidence, was passed; also the following resolution: "This meeting is of opinion that the time has arrived for the abolition of ' : Provincialism in the North Island, and the substitution therefor of a less costly system of Government, securing the expenditure at '• local revenue (after deducting the Colonial: charges) in the districts in which it is raised: This meeting is also further of opinion that the abolition of Provinces, and the substitution of local government, with a local expen* diture of the local revenue, "should be extended to the Middle.
