Present—his Worship the Mayor, Councillors Newmarch, Greer,; Inder, Craig, and Brookes. The Mayor, on taking the. chair, said that ■ this^being 1 the first meeting of the new 'Coun- 1 ciUhe might be allowed to say a few; words-tin; .reference to the past, year,,and as,to,the,,prospects of, the town in the future!.' ,Theywere all aware that,; shortly after .the'first, Council met, it'was resolved that a town hall should be erected, as it was considered that, after the first year, it would produce more revenue than would be required to pay interest on the money to be borrowed! The expenses, he ad•initteSj have crept up to a larger: sum- than was ever anticipated. However, the Council, ; hethought, would agree with him that, the .work must now be finished, and he firmly'believed the future prosperity for Naseby will justify the expenditure. He would not'advise the Council to strike a high rate, as it was not necessary to make provision for paying off the loan at present.; On the completion ;of the public works property in the borough will of course be materially increased in' value, arid a large population settled. He thought the Council should give its early attention to the important question of water supply, and place this arm im the hands of the Corporation. Every person in the town must be -deeply interested and anxious to, get the .best, water supply obtainable, both iri'a sanitary point; of viqw, and also as security, Against; great, damage by fire. The present water company no doubt : would be willing'todispose of their property at the fair market value. If this could be arranged the pjarit and 'the supply could be * greatly, improved; and , the pipes extended down the main road in the south ward where a supply of water is much required. Tlie rates there, being collected from a larger number, heed not be so high as at present, yet sufficient •to pay the .interest on the money which will be necessary to borrow—the Council having po ( wer to ; do bo under the Naseby Water Works <Ord:riance.f iHe'would also suggest that the Finance Committee appoint certain days for the inspection of the" books and ; accounts of the Corporation, and report monthly to the Corporation. ,In conclusion, he expressed a hope that the'Cduricil wouldbe actuated withthe same earnest spirit and good feeling,which had existed ever since the municipality had been formed.
