Gkntlbmen, AVING come forward to contest _ the honor of representing the South Ward in the Municipal Council I consider it my duty to say a fow words to the Electors as to how I would bo likely to act if returned. I do not intend ho go into any statement or argument a* to what has been previously done in tho Council, as I have no data to go upon, and, therefore, could only make vague assertions if I afctomptod to do so. \ In tho first place I think the Sourh Ward should havo a fair share of the revenue—in accordance with its contribution—expended npon it. If returned, I Bhall certainly insist on this being done. In tho matter of rates 1 would simply say that I will endeavor, to the best of my ability, to have them made as low ns may be compatible with the proper carrying out of necessary municipal works. Tho next thing I will touch upon is the great necessity there exists—in our Ward farticularly- for a Corporation Waterworks, should certainly he inclined to support any movement that had for its object the buying out, at a fair price, of the present Waterworks Company, and the increasing and extending of tho works so as to supply the whole of the Municipality with good, wholesome water. Pending the completion of such an arrangement, 1 would try to secure tho erection of a pump in some central position in the Ward. With regard to the Town Hall, I will say nothing but that, in my opinion, now it has been commenced, tho sooner it is completed the better it will bo for all parties concerned. In conclusion, I trust the ratepayers will take sufficient interost in their own affairs to come to The POLL and VOTE for Their obedient servant, WM. HAY.
