Holland, J.P., andC. .* A.rde Lautour, Commissioners.) j r At twelve noon on Tuesday last the L Court was well attended by applicants, by' agents authorised, to appear on behalf of absentees, and others interested in the grant of certificates to enable licenses to be issued for the first year under tho new Licensing Act of 1873. -Each application was called on in turn, and the report of the police in reference thereto was tendered—the applicant having the opportunity to state anything in his own favor, or to rebut damaging statements made against him or his house, if previously licensed under the Ordinance*. '.At.two p.m. the Court adjourned for an hour, and sat, till half-past six, when tha applications were all heard. The Court then adjourned.till halt-past eight, and at about nine p.m. the decisions were given. The Chaibman said that before declaring the decisions on the applications, the Bench wished to state that the Commis.sipners were equally bound as were the applicants by ijie Licensing Act of J&73. One clause of that Act'had bad great weight with them in their decisions, and that was the 23rd, which says:—"The Licensing Court shall exercise its discretion in .refusing, any certificate for any description of license, and shall not be obliged to grant.the same merely becausa the requirements of the law as to accommodation or personal fitness of the applicant are fu]filled,"~unless, in its opinion, there is a necessity for the public house, or other establishment, for the sale of spirituous liquprs," for which application is made." It should not bo 'considered that there was any slur necessarily cast upon all those whose applications had been refused. The ine-rease or decrease of population had influenced the Bench in its decisions, and would continue to influence it on other occasions. Successful, applicants should understand that the reports made by the police would be entitled to received by the Annual .Licensing Courts, with the greatest cre&i - dit.
