The Railways Bill was carried in the Council by 13 to 8. The Hon. Mr. SewelFs amendment—that no railways be constructed unless the plans and specifications be first laid before Parliament—was negatived; but one, by the-Hon. Mr. Waterhouse—that, if any work exceed the estimate, it shall not be constructed unless the plans are submitted to Parliamentwas carried.
The third schedule of the Bill includes the Clutha-Mataura and Dunedin-Moeraki lines. Mr. Richardson said that tenders would be immediately called for the Moeraki tunnel, as it would take two years to finish. -On going into Committee of Supply, Mr. Wakefield moved a resolution censuring the Government for not resigning, but found no seconler.
During the debate on the Appropriation Bill, Mr. Fitzherbert reviewed the session. He said that Mr. Vogel had not acted loyally towards the House, having failed in his promise to use all constitutional means to get the Loan Bills passed. He had also promised to propose Colonial borrowing, with a property tax, but he had not: done so. Mr. Vogel replied that Mr. Fitzherbert's remarks resulted from anger at losing his Loan Bill. The Government wo aid have gone any length to carry the Bills if they had been supported by the House, but the House did not think it advisable this session to take any further action. They could wait, and would have all the Bills or none. The Government had acted loyally. On the first provocation they would resign, but they had always had the support of a large majority. Mr. Bathgate intimated that the Government would take steps towards codifying the Colonial laws.
Mr. Pyks moved the annual reduction of the gold fluty by 4d. per £oz.,. which was lost by 12 to 21. The circulation of,the Gold Mining Bill during the racess has been promised. In the Council, the Hon. Dr. Pollen said it was not likely that the Government, at so late a period of the session, would pledge itself to introduce an income or property tax next session.
The Licensing, Prisons, and Justices of the Peace Amendment Bills were passed. The Council has made amendments in the Education Act which the House declines to accept. The prorogation has been postponed till to-morrow. DONBDiK. The City Council favora borrowing £30,0C0 for building Town Hall. It was unanimously agreed to abolish the City Police Court. A seaman belonging to the ship Peter Do iny, naraed Peter Wilson, wa9 drowned in the harbor yesterday. This year's stock assessment yields the amount of £50.84-5.

Captain Fairchild, of the Luna, which put into .Raglan, reports that the warlike intentions of the Kingites are all nonsense. The land sales at Christehurch for the year, which ended in September, fetched £514,944. . Telegrams from Alexandra state that the Maori King was there for three hours, unknown to the inhabitants. He said he was for peace, and that in a year or two Europeans would settle in Waikato.
