MUNICIPAL COUNCIL.
The ordinary meeting of the Council was •held on Wednesday, Septetnbir 24. Present —His Worship the M lyor, Crs. de Lautour, Hj'orring, Inder, Craig, and Wilson. The inifmtes of last meeting were read and confirmed. CORRESPONDENCE, Outward: Copy of correspondence to his Honor the Superintendent, enclosing proposed bye-laws for his approval and sanction. Copy of telegram to Chief Postmaster, Duuedin, requesting him to instruct local postmaster to make up Dune Jin mails as usual, to be forwarded to catch the coach at Pigroot. Inwards : From Secretary for Works, stating that the Government (being advised that the sum of £3OO is a fair allowance for the eompletion of the main roads through the town boundaries) is prepared to hand over that sura to the Corporation, on beini relieved from any further claim on account thereof. Letter from Town Clerk, Cromwell, drawing Attention of the Council to the new list of mail services advertised, and stating that the Cromwell Council is endeavoring to secure a postal service in two days, which would necessitate making Naseby the first day's stage, and asking the co-operation of the Naseby Council in the matter. Letter from Naseby Volunteer Fire Brigade, asking Council to take over management of the Brigade, together with all the property in connection therewith. Telegram from Chief Postmaster, acceding to request. Letter from Town Clerk, asking for increase of salary. MAIN ROAD THROUGH MUNICIPALITY. Cr. de Lautour proposed, Cr. Craig seconded —" That the offer of the Secretary for Public Works, to give the Naseby Corporation the sum of £3OO in consideration that the Provincial Government be relieved from all further liability in the matter of main roads through the town boundaries, be accepted, and that a copy of this resolution be forwarded to the Provincial GJ-overnment. Carried. THE NEW MAIL SERVICE. Proposed by Cr. Craig, and seconded by Cr. Ujorring—" That it is desirable that tenders be called for a mail to arrive at Naseby from Dunedin in one day, so that Cromwell could be reached on the second day. That a copy of this resolution be forwarded to the Chief Postmaster, with the request that it be carried out if possible." Carried. kyeburn diggings' roads. The report of the Committee on the Kyeburn Diggings roads and bridge was read as follows : "September 20, 1873. " Your Committee have to report that they visited the Kyeburn on Tuesday, the 16th instant, and had a good opportunity to see the roads at their worst. With regard to the first vote for the road, ' Naseby to Kyeburn,' and also from 'Kyeburn Diggings to Kyeburn Crossing,'—which is to be diverted on to the former road, according to the verbal agreement with the Provincial Engineer,— your Committee think the money spent judiciously may make the road very fairly satisfactory for traffic. A few sidlings will need to be cut; Speck Hill will need to be channelled on the inner side, and slightly crowned; about two chains in Speck Gully will need to be filled with coarse tailings, and a few side drains and culverts will have to be formed. Particulars recommended are in schedule attached.
u The only matter of difficulty your Committee met with is the line the road should take near the Lower Kyeburn: whether it should be kept from crossing the river by Mr. Cain's hotel, or whether it should cross by Mr. Morgan's. Local opinion "is naturally divided on this question, and the Council will have to decide the matter.
. "The old road, up the bed of the creek, has been disused for some time, the drays at present availing themselves of a road"cut by Mr. Morgan, at his own expense, and leading down by his hotel, which is also the district post office. This energy of Mr. Morgan's should, other things being equal, be taken into consideration.
"On the other hand, the carriers and the owner,,of the coalpit (Mr. Macready), say that the road should be cut by Cain's, and the two crossings of the Kyeburn avoided. Mr. Macready intends to put in a drive from the solid ground, clear of the creek, and hopes to be able to load waggons independently of the creek, except at the lower crossing. . "Messrs. Keene and Bur ward have sunk a shaft on to a coal seam still more removed from the creek, and their claim might possibly, before long, be a permanent source of supply.
"Your Committee would recommend that tenders be called for both routes. It is possible that a competition might get the work done so cheaply as to make both cuttings justifiable. " The vote for the Upper Kyebum was a matter of more difficulty; and it was evident that the money could not do much towards a good road, if the present track round German Oeek had to b3 followed.
"The'residents were also anxious for a bridge, which could not very fairly be taken out of the vote for roads. It at once occurred to your Committee that the vote could be much more '.advantageously spent on the line to the bridge site. "From telegrams which passed (and are attached) between hijs Worship—at your Committee's the Secretary for Public Works, it wily ba seen that the Government have agreed to give a subsidy of £2 to £1 up to £ip~ such subsidy, on our
part, to be given either in money or labor, for the special purpose of a bridge. The Upper Kyeburn residents had a meeting, and the offer was put before them, and they agreed to find the labor necessary to claim the Government subsidy of £BO -forming themselves into a Bridge Committee for the purpose. " Your Committee, therefore, recommend that the line be laid off direct from Mrs. George's to the bridge site, near the junction of German Creek and the Kyeburn. The following is one of the telegrams referred to in report : "To L. W. Busch, Esq., Mayor, Naseby. "The Government will give a subsidy of two to one upon forty pounds for bridge. The subsidy can Be by laborr "Horace Bastings." Proposed by Cr. Wilson, seconded by.Cr. Craig—"That the report of the Kyeburn Diggings Koads and Bridge Committee be adopted, and that the suggestions therein contained be approved of." Carried Proposed by Cr. de Lautour, seconded by Cr. Hjorring—" That Cr. Brookes, Inder, and the mover form a Committee to see the works recommended in the report carried put by tender or otherwise, and to adopt such line as may seem to them best on receipt of the •, Government approval." Carried. . TOWN CLERK'S SA.LA.RY. Proposed by Cr. i>E Lautour, seconded by Cr. Craig—" That a bonus of £lO be given to the Town Clerk, in consideration of his arduous labors during the past six months ; but that the salary be not increased, as fixed, unless'on the understanding that the office be considered vacant after the 31st December of the present year, and applications be publicly called for it. If the Town Clerk agrees to this—that the salary be raised permanently to - £75 per annum, from September Ist, 1873." An amendment on the above, by Cr. Inder, seconded by Cr. Hjorrwg—" That the Town Clerk's salary be raised to £75 per annum, from September Ist, 1873," was lost. The motion was declared carried. THE FORMATION OF DERWENT-STREET. Cr.- Wilson asked leave to withdraw his motion in referenee to the formation of Der-went-street, until such time as a reply is received from the Government. THE CEMETERY ROAD LAMP. Proposed by Cr. Craig, seconded by Cr. de LautOur, pro forma— " That the lamp at the road leading to the Cemetery be removed, and erected at the bri Ige crossing-the Dead Level race on the main road." Lost. , NASEBY TOWN HALL. Cr. Inder took up the motion in Cr.. Brookes name, seconded by Cr. de Lautour, -as follows—-" That the site for a Town Hall having been purchased, immediate steps be taken for the erection of the building, and that it be referred to a Special Committee, to be appointed at this meeting, to procure a plan and specifications therefor, and to report on the same to the Council." Carried. Proposed by Cr. Hjorring,- seconded by Cr. Wilson—" That the Committee consist of Crs. Brookes, Craig, Inder, and his -Worship the Mayor." Carried. MUNICIPAL RESERVES. Proposed by Cr. de Lautour, seconded by Cr. - Craig—" That the Government be. requested to have certain uncompleted sections and portions of worked-out ground in the Municipality surveyed, and handed over to tha Corporation for Municipal Reserves. Resolved—" That Crs. Inder, de Lautour, and the Mayor report in the matter at next, meeting." THE GOVERNMENT BORING-RODS. Proposed by Cr. de Lautour, seconded by Cr. Wilson—" That the Miners' Association, through their Committee, be asked to confer with, the Council as to the manner and also time to be arranged relative to the trials with the Government boring-rods." Cirried. Proposed by Cr. Craig, and seconded' by Cr. Hjorring—" That Crs Inder, de Lau-, tour, and the Mayor be appointed to confer with the Miners' Association." Carried. naseby. volunteer fire brigade. Proposed by Cr. de Lautour, seconded by Cr. Hjorrihg—" That the Council recognise it as not being unreasonable that the necessary expense be borne by the ratepayers, and are willing consequently to take over the plant and management. They ask, however, that until the hew brigade can be organiied, the * present brigade continue in charge, as now —• the Council agreeing to pay all necessary ex penseß from this date."
