Ministers from the seat of Government during the recess, which results in their conducting important operations without frequent opportunities of consulting each other, prevents that concert and unity of action between the several departments essential to the efficient direction of official affairs, either Executive or Legislative, aad largely increases the cost of Government," there voted ayes, 39 ; noes, 38. On the third resolution " That in order to administer the Public Works and Immigration Policy in the most efficient and economical manner, the Colonial Government should retain the full responsibility for the proper conduct of all works authorised, and the sole control over all ..sums voted by Parliament; and should, when practicable, avail itself of any existing Provincial or other local machinery in the supervision or execution of such works." The voting was ayes, 40; noes, 36. An analysis of,the division lists will prove interesting. It shows, in the first place, that the Province of Auckland furnished the strongest support to the Opposition : Province Member . Govt. It was on, Thursday, June, 25, 1869, that Mr. Pox carried his " noconfidence " resolutions-—4O goinyg into the lobbies with him, and 29 with Mr. Stafford. This time the majority was 3. :
At a meeting of the Ministerial party, Mr. Fox announced his resignation ; and it was unanimously agreed to act constitutionally in opposition. All those who voted with the Grovernment were present.
A late telegram from Wellington states that, it is reported that a new Ministry has teen formed, consisting of Mr. Stafford, the Hon. Mr. Waterhouse, Mr. Gillies, Mr. Reid, and Mr. Curtis.
