V " — You are again called 011 to Elect a Member to represent you in tlie Provincial Council, and at tlie request of several of tlie Electors I am induced to offer myself as a Candidate. In doing so I "will shortly state my views on tlie questions likely to come under tlie attention of tlie Council, and as tlie most important of these is the Land question, 1 will remark first on it. I that every facility should be given to the.settler to obtain land in any part of the country he may choose, and for, this end would support the declaration of several new Hundreds. In your district I know three additional Hundreds are urgently required, and will strongly urge immediate steps be taken to have them declared. The settlers are also entitled to ia liberal administration of the lawi as/jregards the depasturing of stock within- the Hundreds. ' The Port of "VVaikouaiti has not received the attention it merits, and wharf accommodation there would have my best advocacy. At the present time the value of corn is so low, cheap carriage to market must be provided to make a profit to the producer. The Railway system is undoubtedly the cheapest and quickest carriage, but years , must elapse before it can be introduced to benefit your district. In the expenditure of the revenue to which the districts are entitled, the most economic and practical mode to adopt is to- entrust it in a large degree t.o local contral-—either Road Boards or Corporations.' I consider a revision of the Representation imperatively necessary—for while some districts with a much smaller number of electors on their; roll have three and four Representatives, "VVaikouaiti lias only onej' an anomaly which should no longer exist; and for the protection ; of the voter, I. say, Vote by Ballot. As I propose vi&iting the various portions of the district, I will not in this address enter •more ihto these questions or others of local interest, but reserve a full expression of my opinion for the meetings which I intend to hold.
