Manawatu Herald. SATURDAY, NOVEMBER 1, 1930. ROADING AT THE SEASIDE.
IN 19.11 the .Manawatn County Council and Koxton Borough Council sanctioned a loan of £1250 each for the construction of a road to the local seaside. Each local authority struck a rate for security. The re-payment of the loan is spread over a period of 30A years. The annual loan repayments by each body is £OO 18/10. The road was constructed to the border of the Harbour Board endowment and is entirely within the Mannwaln County area, which body is responsible for maintenance. 'The road has since been declared a subsidiary highway. Some arrangement was made between tiie Harbour Board and the two local bodies concerned whereby the Board’s leased sections were to he loaded up to a maximum of 15/per annum for reading purposes and 12/(1 of this amount .has been paid by the Board’s lessees. At the time the loan was raised there were comparatively few sections taken up and we are unable at present to ascertain what the Board’s commitment was. Up to the present the Board has collected from its lessees and paid annually to the Manawatu County Council and Koxton Borough Council a total of £1341. 13/1. The lease-holders consider that the amount they are (nilled upon to pay as the Board’s contribution for the highway is excessive and inequitable in view of the fact that no roads have been constructed to give safe and reasonable access to their holdings. The recommendation is that the Harbour Board investigate the whole position as we are of the opinion that no revenue derived from the endowment'can be legally expended on works outside tbc Board’s ju risdiction.
