Receipt of applications for registration under the Unemployment Act commenced last week, and the Icon-1 Post Otli.ee has issued a good number of the forms which have to he tilled in by the people who are required to register—namely, all males 21) years of age or over. It should he noted that exemption from payment of the levy for unemployment insurance does not involve exemption from registration. Application has to he made within one month after the coming into Jo roe of the Aid, which was on October 11 Hi'. Certificate of registration will he handed to -the person presenting the application. Every person who fails to furnish particulars within the prescribed time or information that is false in any particular is liable to a line not exceeding £SO. Every employer is liable to a line not exceeding£2o who -employs or continues to employ in his service for more than seven days any man who is not registered under the Act; or who, without obtaining the authority of the Hoard, continues to employ any man for more than seven days who is in arrears for more than one month in the payment of any instalment of the unemployed . levy. The exemptions in the Act are War and Old Are pensioners, .Maoris, persons in Mental Hospitals, or 'C-'hari I a tile Institutions, prisoners in gaol or persons in reformatory ■ instil ul ions, students who are: .at Colli g" or at any educational establishments and who am* not ill receipt of salary or wages. A Native in;-”, 'with the consent of file Hoard, elect lo become a contributor to the fund, and will he entitled lo the same benefits as other contributors.
t)n handing- in the completed application form, the applicant is given a certificate of registration, which must be produced when the quarterly payments are made by him. Males who attain the age of 20 after the commencement of the (Act are required to register within one month after reaching such ago. 't hose of 20 or over who are temporarily absent- from the Dominion •east register within a month after their return; and a like provision applies to the arrival of new male residents in New Zealand.
The Act imposes a levy of 30/per year upon every male inhabitant, - which must be paid on the Ist of March’, .Julie, September and December in each year, but may at the option of anyone liable, lie paid in advance on any one of the qua is ter days. The lirsl payment is due on December Ist. next. Anyone who defaults iii paving the levy on the day appointed or within one month ttierealletr is liable to a. line Pot exceeding £5.
Sustenance allowances will be paid h> all persons who are contributors lo the fund, who have been unemployed l'or more than 14 days. If the applicant has a* wife in charge of his home and two children, tiie rate is lixed at £2 (5/6 per. week. A single man is entitled to receive 21/- weekly and a married man can obtain 4/- per week for 'each one of Ins children.
Sustenance allowance is not payable to any contributor, if he refuses to accept employment offered lo him bv the Board.
