THE Borough Council will need to give very careful consideration /or - fore coming to a decision on Or. Thompson’s notice of motion re a reduction of rates on farm or grazing lands of not less than three acres in the borough area. To sanc - tion such a change without any remedial alternative will call forih strong opposition from ratepayers* with smaller holdings. It cannot he denied, however, that the present rating system imposes an unfair burden upon ratepayers with large holdings on the outskirts of the borough who contribute to but do not participate in the water' and drainage or gas schemes. The Town Clerk has suggested that in order to give the relief sought by the notice of motion and to avoid imposing increased rates on the inner area of the borough, that the boundaries of the borough be enlarged. This suggestion seems to be, at present, the most equitable solution of the proposal.
