Concluding a review of die" Presidential election the American correspondent of the Pound Table says:—“A very able man has been elected President. If there are doulb'ts as to his political greatness they are related, not so much to him as to the circumstances in which lie has been called to office. The Revolution brought independence; the Civil War maintained the integrity of the American State; the Great War and the ten last years of peace have manoeuvred it into a dominating place in world affairs. Herbert Hoover has been swept into office by an overwhelming majority of votes. He owes his election to no man, interest or group, for the whole e'ountry elected him with a majority of electoral votes such ,as has never even been approached. He is fairly free to appoint a Cabinet of distinguished men. He will start his term of office with a friendly Congress. He is relatively young and his health is good. Trained as a mining engineer he became a great administrator. Experienced as an administrator he has learned the ways of politics. He directed the tactical movements and he conducted his own campaign which led to his nomination in June with masterly skill. The man is massive, the circumstances of his election arc momentous, and his responsibilities are far-reaching. There is just a chance that some day he will be regarded as the greatest President in the history of the United States.* If this remaining honour ever comes to him it will eempt not out of the intellectual power which he possesses, but out of that rarest of human qualities —-magnanimity. And there is, we repeat, just a chance.”
