METHOD OF OBTAINING IT. ~ RARIS, Oct. 17. Contending that Messrs Horan and Hearst tried to distort the tacts, and justifying the former’s expulsion, the Quai d’Orsay lias issued a , communique setting out that mi Horan, having personally tailed, instructed an employee, De la Planque, to get the naval document, promising a reward which De la Planque hoped would be £BO. , , De la Planque told lnm that he got the document from M. Noblet, an official at the Quai d’Orsay. Mr Horan informed Mr Hearst of the method or obtaining the letter, and was instructed to see to its urgent dispatch to America with the maximum of publicity. The Prefecture scrupulously kept its promise not to divulge its knowle ge when interrogating De la Planque and M. Noblet, yet Mr Horan himself ievealed the existence of the document in his statement. He also dishonestly sought to enlist the suppoit of the Journalists’ Association. M. Briand has handed the documents to the judicial authorities to decide if further action is necessary.
