KURAHAUPO DISTRICT MAORI COUNCIL
A. meeting of. the Kuralmupo District Maori Council was held at Marton on the Bth of September. Present: Mr Takiwaiora Hooper (Native Inspector of Health), representing the Division of Maori Hygiene; Mr Thomas Pargeter (Inspector of Health), official member (in the chair, pro tern.); Messrs Roore Rangiheuea, J. Hoeroa Marumaru, T .F. Iwikau, W. Maru, Paki, Wirihana Wfiniata, Horima Hakopa. An apology for absence was received from Mr Meihana Apakura. 1 MAj. Hoeroa Marnmaru was unanimously elected permanent chairman. The chairman, in returning the-"'’J for the honour conferred, assured members that he had the interest of the Council at heart, and that he would endeavour to carry out his duties to the best of his abilities, and to promote the health and general welfare of the Maori people, which this Council had set out to do. He then briefly referred to the career of the Kurahaupo Maori Council, from its inception, when the personnel consisted solely of kaumatuas (elder's). Now, to-day, he could not help but remark that the present members were all tamarikis (young people) which he thought conformed to the times, and he expressed the hope that this Council through its personnel, would have a progressive and a successful career.
Mr T. F. Iwikau was unanimously elected secretary. A credit balance was reported of £7B 5/-. Mr Thomas Pargeter was re-ap-pointed the Official Member of the Council (Kurahaupo), and it was decided that a request be forwarded to the Director, Division of Maori Hygiene, to recommend him, so that his appointment be confirmed.
After a discussion as to the right of an official appointee to vote on all questions, Mr R. Rangiheuea said (except pn financial matters) an official appointee can exercise his right to vote on all other questions. It was decided to ask for a ruling on this matter. After a lengthy discussion in reference to the dog tax, the main source of revenue to Maori Councils, it was decided that the Department be requested to again empower as formerly, Maori Councils to register all Maori dogs; but before doing this, to ask the co-operation of all Maori Councils, and the advice of the Director, Division of Maori Hygiene, in this matter. The secretary was instructed to write a letter to the Director, Division of Maori Hygiene, to convene a representative meeting of all the Maori Councils for the purpose of dealing with the dog tax question. It was decided to hold the next meeting at Marton at 10 a.m. on the 13th day of October, 1928. The maraes (villages)Xunder the jurisdiction of each member are:— Mr J. 11. Marnmaru, Parewanui, Matahiwi, Ohinepuhiawe; Mr T. F. Iwikau, Tokorangi, Oncpuehu, Pariki; Mr W. Winiata, Rata; Mr R. Rangiheuea, Rangiotu, Motuiti, Poutu; Mr R. M. Paki, Ratana, Turnkina, Whangaelnv, Mr M. Apakura, , Aorangi, Awahuri, Kai Iwi, Kakariki, Te Karaka; Mr 11. Hakopa, Turangarere, Hihitahi, Winiata, Raketapauma. In reference to Moawhango and Opaka, although these two maraes are in the Tongariro district, it has always been under the rontrol of the Kurahaupo Council. It was therefore decided, in the meantime at any rate, to exclude these two maraes from the list of maraes under the control of the Kurahaupo Coiincii, until the boundaries affecting the Tongariro and Kurahaupo districts are altered, so as to take in these two maraes into the Kurahaupo district.
