DAYLIGHT SAVING BILL

REJECTED BY UPPER HOUSE,

ON CASTING VOTE OF SPEAKER

The Summer Time Bill, which was passed recently by the House of Representatives, urns thrown out yesterday by the Legislative Council, the motion for third reading being defeated on the casting voie of the Speaker. The division list was as follows:

Ayes (10): —Barr, Clark, Cohen, Craigie,” Earnshaw, Sir William Hall-Joncs, Hanan, Isitt, McGregor, Mclntyre, Malcolm, Smith, Snodgrass, Sir Robert Stout, Thompson, Witty. Noes (10) :—Sir Heaton Rhodes, Alison, Carrington, Fleming, Guthrie, Hawke, Sir Frederic Laing, Mander, Sir Edwin Mitchelson, Moore, Newman, Reed, Rikihana, Scott, Sir John Sinclair, Stewart. The following : —Hons. Gow and Weston, Garland and Michel.

The Hon. E. Newman, who opposed the Summer Time Bill said that although if it was “wangled” through three times in the other House, it might be reasonable to say that the CouneiL-sbould pass it. There Avas not sufficient public support beat present to justify the Council' in passing it. If there Avere employers and employees avlio Avanted the Bill, there Avas nothing to prevent their enforcing it in their OAvn occupations. Most of those who desired the reform Avere young people avlio Avere thinking of sport. The Government should take the responsibility of bringing in a measure of the sort, which would render country life less attractive to young folk.
